Tompkins Community Action is the Local Administrator for New York State Homes and Community Renewal (NYS HCR).  Our program follows the guidance set forth in the NYS HCR HCV Administrative Plan: Housing Choice Voucher Administrative Plan

Our Housing Choice Voucher Program (HCVP), formerly known as the Section 8 Rental Assistance Program, provides rental subsidies to income eligible households residing in Tompkins County. Participating households generally pay 30% of their monthly adjusted income towards their housing costs and the program pays the remainder of rent directly to the owner via direct deposit.  As an income driven program, each household must recertify their household composition and income every twelve months to make sure that the housing remains affordable.  Housing staff must complete unit inspections using the National Standards for Physical Inspection of Real Estate (NSPIRE) prior to the start of subsidy and every twelve months thereafter.
